The ninja clans of Iga province, one disparate and embroiled in all manner of rivalry and competition, have since united and built a bustling city in the midst of their mountainous land. Iga is one of the largest and most prosperous cities in Tsuwamono-era Japan, despite being entirely hidden from normal travelers and not appearing on any maps. It is the headquarters from which all Iga ninja contracts and mission are organized and reported back to, made possible by a complex rank structure and chain of command.
In addition to the ninja occupants of the city, a wide variety of ordinary people also make their homes there, forming the backbone of the infrastructure which allows the ninja clans to operate their organizations without worry for resources. In return, the great amount of wealth obtained from important shinobi contracts filters back to these workers, making the populace of Iga happy and with a higher standard of living than most peasants in the country.
The operations of all Iga shinobi are headed by three head ninja, known as jonin: Fujibayashi Nagato, Hattori Hanzo, and Momochi Sandayu. They are, however, currently all out on contract with major clans, and the actual administration of the clans is being handled by well-respected chunin in their stead.
